[ORyoungbirder] Unusual birds in Philomath

On May 5th I was on the east side of Philomath walking near the highway coming into town.  At approximately 2:00pm a coworker and I saw a flock of 15-20 white birds.  We had heard their unusual calls a minute earlier and looked around to locate the sound.  They were definitely a gull or tern, but I didn't have any binoculars handy to identify them.  The tight flock moved north in a rapid "unorganized" manner. I suspect they were probably terns. Could anyone help me out on this one?
